(FAIR) Voting
This is a voting system that combines the virtues of Approval Voting and Instant Runoff Voting.
Ballot
The ballot is a standard ranked ballot, but unlike normal Instant Runoff, it allows for multiple instances of the same rank.
Counting Method
Each round, the first-place rankings of each ballot are tallied. If no candidate has a majority of votes, the last place candidate is eliminated. Ballots are then recounted. The important factor here is that the first-place rank of a given ballot is the highest ordinal value still present on the ballot, after candidates have been eliminated. Thus, lower place rankings are only counted if all higher place rankings on that ballot are eliminated.
